Fee rules and return windows
Global selling fee rules you save once (name, percentage or fixed amount, enabled, which platform), how a sale shows and skips them with Apply global fees and Extra fee, why a fixed fee is charged once on a multi-item sale while a percentage is charged per unit, and a returns period per retailer that fills in automatically.
In short
Everything on this page lives in Settings, Fees & Returns. The top panel is your selling fee rules: a fee you save once and every sale picks up. The panel under it gives a shop its own returns period. Nothing on either panel changes an order you have already saved.
